Phillips, 64, well known construction engineer will be held at 3 p.m. tomorrow in Pierce Brother's Inglewood Mortuary with interment in Inglewood Park Cemetery. Phillips, retired after many years as construction superintendent for the city Building and Safety Department and other engineering positions, died yesterday after a lingering illness. He lived at 11317 Grevillea Ave., Inglewood. Born in Chicago, he was a graduate of the University of Illinois. He came to California in 1920. He designed many of the freeway bridges and approaches of the city.
